Sandore (Sandy) Zehr, Ph.D., Director, Congressional & Public Affairs | Naval Surface Warfare Center, Crane Division (NSWC Crane)
More than 20 years ago, management guru, Peter Drucker, was credited with uttering the phrase “Culture eats strategy for breakfast.” Arguably, this quip is even more relevant in 2021. As government communicators, we can, and should, play a vital role in leading cultural transformation efforts within our agencies. As an added benefit, leading such efforts can serve to expand your sphere of influence and increase the relevance of the communications function within our agencies.
During this highly interactive and discussion-based session, we will examine best practices for building culture and employee engagement, while expanding the role of the communications function, and our reputation, within the agency. Emphasis will be placed on applying the lessons learned to YOUR situation and we will allow ample time for sharing tips and tricks.

On The Front Line Of COVID-19: Communicating Safety-Critical Information to An Essential Workforce
Mira Sleilati, Director, Internal Communications | Metropolitan Transportation Authority (MTA)
The Metropolitan Transportation Authority is the largest public transit system in North America, with more than 70,000 employees across its rail, subway, and bus network. Throughout the COVID-19 pandemic, the train and bus operators, conductors, stations personnel, construction and maintenance teams have been essential to keeping the city running and getting essential first-responders, healthcare, and service workers to their jobs. Reaching the MTA’s remote workforce, who are dispersed across 5 boroughs in New York City and across the Metropolitan Region, is no small task even on a normal day. Grassroots communications played a critical role in ensuring employees were informed about COVID-19 health guidance, workplace safety precautions, and vaccine availability, in order to keep them safe on and off the job and to be able to continue providing essential transportation to New York.
This session will discuss tangible strategies for reaching remote employees, including:
Making information and resources more accessible
Leveraging data and science to inform
Providing peer support to influence
